grasp the scope of potential threats and develop practical strategies for managing
risks within this complex operational environment.
3.2. INTEGRATING SECURITY INTO ORGANIZATIONAL MANAGEMENT
Effective organizational management relies on utilizing human and physical
resources efficiently. Management involves coordinating efforts to achieve specific

part of a plea agreement, RCCL paid $27 million in fines (AllBusiness 1999). The
company acknowledged practices such as routinely discharging oily bilge water,
maintaining deceptive logs termed “fairy tale” books, and dismantling illegal bypass

airports, rail systems, and industrial zones, making them complex and vulnerable
targets.

Terrorism uses force, violence, or its threat to achieve political or social goals, often
creating fear to compel action. Drawing on the ancient strategic insights of Sun Tzu,
modern terrorists leverage psychological warfare to exert influence without direct
confrontation. Their strategies and weapons, chosen for maximum psychological
and physical impact, aim to disrupt societies and economies. Examples range from
the devastating use of minimal explosives to targeted suicide missions, such as the
9/11 attacks.

Addressing terrorism in port environments involves three core activities:

3.15. INTERNAL CRIMINAL CONSPIRACIES AT SEAPORTS
Internal criminal conspiracies present one of the most complex challenges for port
security. The unique access that port employees have to vessels and infrastructure
within restricted areas places a significant responsibility on security managers to
ensure that only authorized and vetted personnel can navigate these zones. Criminal
activities on the docks are not new. For example, the establishment of the
Waterfront Commission of New York Harbor in 1953 aimed to address the
widespread corruption in the Port of New York-New Jersey (2013). The 1954 film On
the Waterfront depicted this environment, drawing on real-life crime and corruption

kickbacks, illegal loan-sharking, and overpriced services continue to disrupt
legitimate port operations. These activities contribute to concerns over risks in the
maritime domain, especially in light of potential terrorist threats.
Port security personnel can become complicit in internal conspiracies, where
criminal groups exploit their knowledge of port operations to smuggle contraband,
including drugs or terrorist weapons, into legitimate cargo. Investigations have
revealed the systematic removal of illegal goods from international shipments
before inspection by customs authorities. Such conspiracies can involve hundreds of
individuals, leading to the arrest of many and the seizure of significant amounts of
illegal substances (BICE, 2003).
Recognizing these threats, the Organization of American States (OAS) (2004) has
emphasized the need for collaboration between international ports and countries to
safeguard against criminal conspiracies. Effective port security requires an integrated
network of stakeholders and adherence to international security standards, particularly
in regions where weaker security measures create vulnerabilities in global trade
systems.

organized criminal activities. For instance, cargo theft, piracy, and vandalism are
significant security concerns. The theft of goods in transit, for example, costs U.S.

likely surpass $50 billion. Seaport security must address vulnerabilities in access
control, as these are often exploited by criminals seeking to steal or smuggle
contraband.
Other security threats in port environments include piracy, stowaways, workplace
violence, economic espionage, and commercial conspiracies. Ports are particularly
vulnerable to smuggling operations, where controlled goods or stolen items are
moved under the guise of legitimate shipments. Ensuring the security of ports
against such activities requires vigilance and effective collaboration across multiple
sectors, including customs, law enforcement, and private entities.
